(스톡홀름 2015년 3월 20일 PRNewswire=연합뉴스) 인도의 수자원 관리 선구자 라젠드라 싱(Rajendra Singh)이 혁신적인 수원 복구 사업으로 인도 농촌지역의 수자원 안보를 개선하고 최빈곤층의 생활 여건을 개선시키는데 헌신한 공로를 인정받아 2015 스톡홀름 워터 프라이즈 수상자로 선정됐다.
1959년에 태어난 라젠다 싱은 인도 라자스탄 주 출신이다. 그의 평생의 사업이 거둔 성과는 타의 추종을 불허한다. 그가 이끄는 단체는 지역 주민들과 긴밀하게 협력해 여러 개의 강을 되살리고, 1천여 곳의 마을에 수자원과 생활 자원을 복구 함으로써 수많은 사람들에게 희망을 선사했다.
라젠다 싱은 스톡홀름 워터 프라이즈 수상 소식에 “매우 고무적이고 힘을 북돋우며, 영감을 주는 소식”이라며 “우리는 빗물 모으기라는 인도 전통의 지혜를 통해 무력하고, 버림받고, 빈곤하고, 결핍된 마을들이 다시 번성하고 건강을 되찾도록 했다”고 말했다.
스톡홀름 워터 프라이즈 위원회는 수상자 선정 소감에서 “오늘날 물 문제는 과학이나 기술 자체만으로는 해결할 수 없다”라며 “라젠다 싱은 평생 동안 지역의 물 문제를 해결할 수 있는 사회적 역량을 구축했다. 지역 주민 참여, 여성의 지위 향상, 전통적으로 내려오는 조상의 슬기에 현대 과학 기술을 연결하는 방법으로 접근했다”라고 밝혔다.
스톡홀름 국제 물 연구소(SIWI)의 토그니 홀름그랜(Torgny Holmgren)은 “라젠드라 싱은 희망의 등불”이라며 “그는 문자 그대로 죽어가는 마을들을 살려냈다. 현 세대가 죽기 전에 지속가능한 수자원 관리를 실현하려면 그의 교훈과 실천을 마음에 새겨야 한다”고 말했다.
라젠드라 싱이 사용한 방법은 빗물을 수집하고 저장하는 고대 인도의 전통을 현대화한 것이다. 이 방식은 영국 식민지 지배 시절 소실됐다가 이제는 라젠다 싱의 혁신을 통해 인도에서 가장 건조한 지역의 수자원을 되살려 내는데 사용되고 있다.
근래 세계적으로 기후 변화가 기상 현상을 불규칙하게 바꾸고 있으며, 이에 따라 대규모 가뭄과 홍수가 더 자주 발생하고 있다. 빗물 모으기를 통한 수자원 관리 기술을 습득하는 것은 세계 여러 지역에서 이러한 기상 변화에 대처하는 핵심 기술이 될 것이다.
라젠다 싱은 “우리가 사용하는 방법은 전 세계적으로 홍수는 물론 가뭄까지 해결할 수 있는 길을 제시한다”면서, 빗물 모으기의 효과가 지역, 국가 및 국제적 차원뿐만 아니라 무엇보다 각 마을 차원까지 확산될 것이라고 덧붙였다.
스톡홀름 워터 프라이즈의 시상식은2015 세계 물 주간 중 8월 26일 스톡홀름 시청에서 열리는 왕립 만찬 전에 거행된다. 이 상의 공식 후원자인 스웨덴 국왕 칼 구스타프 16세가 라젠다 싱에게 직접 상을 수여할 예정이다.

The Water Man of India Wins 2015 Stockholm Water Prize
STOCKHOLM, March 20, 2015/PRNewswire/ -- Rajendra Singh of India is named the 2015 Stockholm Water Prize Laureate, for his innovative water restoration efforts, improving water security in rural India, and for showing extraordinary courage and determination in his quest to improve the living conditions for those most in need.
Mr Singh, born 1959, lives and works in the Indian state of Rajasthan. The results of his work are without equal: in close cooperation with local residents, he and his organization have revived several rivers, brought water and life back to a thousand villages, and given hope to countless people.
On receiving news about the prize, Mr Singh said "this is very encouraging, energizing and inspiring news. Through the Indian wisdom of rainwater harvesting, we have made helpless, abandoned, destitute and impoverished villages prosperous and healthy again.
The Stockholm Water Prize Committee says that "today's water problems cannot be solved by science or technology alone. Rajendra Singh's life work has been in building social capacity to solve local water problems through participatory action, empowerment of women, linking indigenous know-how with modern scientific and technical approaches."
"Mr Singh is a beacon of hope," says Torgny Holmgren, SIWI's Executive Director. "He has literally brought villages back to life. We need to take Mr Singh's lessons and actions to heart if we are to achieve sustainable water use in our lifetime."
The methods used by Mr Singh are modernisations of ancient Indian ways of collecting and storing rainwater. The methods fell out of use during British colonial rule, but have now brought water back to India's driest state.
Climate change is changing weather patterns around the world, leading to more frequent and intense droughts and floods. Learning how to harvest rainwater, will be a key skill in most parts of the world.
"This work of ours is a way to solve both floods and droughts globally," says Rajendra Singh, adding that the impact is on local, national, international, and above all at the village level.
H.M. King Carl XVI Gustaf of Sweden, Patron of the Stockholm Water Prize, will present the prize to Rajendra Singh at a Royal Award Ceremony during 2015 World Water Week in Stockholm on 26 August.
